Yes. A foreigner can own 100% of a Mexican company (S.A. de C.V. or S. de R.L. de C.V.) with no Mexican partner. You need an RFC, an e.firma digital signature and a registered address.

The RFC (Registro Federal de Contribuyentes) is your tax ID. You get it from SAT online or in person with a CURP and residency. Without an RFC you cannot invoice, open a business account or pay taxes.

VAT (IVA) is 16% and corporate income tax (ISR) is 30%. Small businesses and individuals can use the simplified RESICO regime with rates from 1% to 2.5% on revenue.

RESICO is a simplified tax regime for individuals earning up to 3.5 million pesos a year: ISR of just 1–2.5% on revenue with minimal reporting. Ideal for freelancers and small businesses.
