In Mexico, the fiscal address is — one of the basic taxpayer identifiers in the Federal Tax Register (RFC). The taxpayer provides this address when receiving an RFC tax number. For individuals, this is usually the place of actual residence or conduct of business, if any. For legal entities, this is the place of main administration or business. This address is required for control, notification and audit purposes. The law specifies that the address must allow the Tax Service (SAT) to establish the actual location of the taxpayer.
The obligation to update the fiscal address arises whenever it changes. The notice must be given within 10 days of the change of address. But if the taxpayer is located during the audit process, notice must be submitted in advance of the address change.
In fact, it makes sense to notify only when you are waiting for a tax audit or the current address is important in your tax documents, for example, in CFDI. In most cases, it is not possible to check how long ago you changed your address.
Failure to notify a change of address carries penalties ranging from 3,870 to 11,000 pesos, but the main risk is not the fine, but the consequences for tax status. The taxpayer's actual absence from the address may result in failure to issue CFDI invoices, audits, and even blocking of business activity.
The obligation to keep your address current applies to all taxpayers without exception. This applies not only to taxpayers in the «no obligation» (sin obligaciones fiscales) or suspension of activity, but also without ongoing commercial activity (who are required to file «zero» tax returns).
His fiscal address should coincide with his actual place of residence or activity, as well as with other registration data: bank (account for commercial activities), contract and addresses indicated in CFDI invoices.
There are two ways to change your fiscal address in the SAT system: online or by visiting any SAT office. Online address changes require a valid e.firma electronic signature.
Changing the address on the SAT portal
First stage — login to the portalSAT. Next, open the RFC procedures section and select «Actualización o modificación de situación fiscal». After clicking on the button to start the procedure, the system will request authentication via e.firma. At this stage, you need to download the keys (.cer and .key) from the flash drive and enter the password for the certificate. Without a valid electronic signature, the procedure is impossible.
After logging in, a data update form will open. Select notification type — change of fiscal address. Fill in the information about the new address. The system requires not only basic data — the street name and house number, but also the postal code, state, municipality, locality, type of property, and also other landmarks (say, «between streets», «on the corner with»), which must be written manually. It is best to use the entire address shown on your CFE electricity bill.
Next step — verification and confirmation of data. Check all the entered data again. After verification, the data is signed with an electronic signature: you need to re-enter e.firma.
The final stage — receiving confirmation. After sending the data, the system generates «Acuse de actualización de situación fiscal» with digital stamp, filing date and folio number. This document must be saved. It confirms that the obligation to notify of a change of address has been fulfilled within the prescribed period.
We strongly recommend that you check that the changes have been reflected in your taxpayer profile and obtain an updated Tax Status Confirmation. To do this, you need to log in again, open the RFC data and request an updated Constancia de Situación Fiscal.
Visit to the SAT office
If you do not have an e.firma electronic signature, you will have to visit the tax office in person. This can be any of their offices in Mexico, not just the one where you received the RFC, and even without reference to a new address.
You must first obtain an appointment. This can be done in the CitaSAT system on the official SAT website — in the same place where you signed up to issue your RFC. Select process type — update RFC data, tax office, after which the system will offer available dates and times. After selection, a confirmation of the entry with a cita number is generated. If there are no available dates, the system will prompt you to join a virtual queue. Everything is exactly the same as when registering for RFC — readHere. Print out the confirmation or save it to your phone.
Paperwork will require proof of identity (resident card, INE or Mexican passport) and proof of new address (comprobante de domicilio — utility bill not older than x months). The address from this confirmation will be your new fiscal address.
On the day of your visit, arrive at the tax office early. Although appointments are organized into time slots, an internal queue still operates. At the entrance, you will be checked for confirmation of your appointment and referred to a consultant who will carry out the procedure for updating your data.
The consultant will ask questions: what does your house look like, which streets is it located between, and what is located nearby (for example, the OXXO store). It can even open Google Maps and use it to check your words.
After making changes, a notification about updating your tax status will be generated, the same as with the online procedure. You will be given «Acuse de actualización de situación fiscal» with digital SAT stamp, date and folio number. Immediately ask the tax officer to print out the updated Tax Status Confirmation for you, or you can later download it yourself from the SAT portal.
