Since March 2025, Belarus began issuing electronic visas. This opens up a new, more comfortable way for Mexicans to enter the country: now they do not need to go to a diplomatic mission — Simply apply and purchase your visa online. This is a separate tool that works only within the Belarusian territory.
The e-visa is available to citizens of 67 countries, including the USA, Canada, EU powers, Japan and Latin American countries. Mexico is included in this list, and application for its citizens is now possible through the website or applicationE-Pasluga. The procedure is standard: registration, confirmation of phone number via SMS, filling out a form and payment. The decision is made within seven calendar days, but usually faster.
On the E-Pasluga platform, only an online form is filled out: passport data, residential addresses (home and in Belarus), purpose and dates of travel are indicated — No documentation attachments are required. After filling out the application form and paying the fee (consular + service), the electronic visa is sent to your personal account in the form of a PDF file.
There is a technical nuance. System «E-Paslug» requires phone number confirmation via SMS. At the time of launch, the list of countries through whose operators SMS is sent does not include Mexico. This can become a serious obstacle. The Belarusian side stated that the list will gradually expand. However, until Mexico is included in this list, a Mexican citizen will have to look for workarounds, for example, using a European number.
Visa costs for Mexicans — 60 euros consular fee plus 6 euros service fee, total 66 euros. Payment is permitted only with a Visa or MasterCard belonging to the applicant himself. The use of cards of third parties, including Belarusian residents, is prohibited. This has the potential to be a problem for those who do not have their own international card.
The visa is single-entry, individual and gives the right to stay in Belarus for up to 30 days. Moreover, its validity period is 90 days from the date of issue. This means that a Mexican can enter the country at any time within 90 days, but stay in it for no more than 30 days. Extension is not provided.
Available travel purposes include tourism, business travel, participation in cultural, sporting and scientific events, as well as private visits. For Mexicans, the guest power option will most often be in demand.
You can enter with this visa not only through Minsk airport. A citizen of Mexico has the right to enter Belarus:
- through road points on the border with Poland, Lithuania, Latvia and Ukraine
- through railway checkpoints
- via Minsk National Airport
- through the regional airports of Brest, Vitebsk, Gomel, Grodno and Mogilev
This creates flexibility: in particular, it is allowed to fly to Minsk by plane and leave by bus to Vilnius. Or vice versa — entry through the land border with the EU, exit through Minsk airport.
You cannot enter Russia with a Belarusian e-visa, and vice versa — Russian e-visa is not valid in Belarus. Technical and legal mechanisms have not been agreed upon, and the Russian side does not allow foreigners who present an electronic Belarusian visa to enter. It will not be possible to fly to Belarus with a Belarus e-visa, and then from Minsk to Moscow with a Russian e-visa: there is no border control on this route, and your entry into the Russian Federation from Belarus may be considered illegal. A combined trip to Russia and Belarus is only possible with two separate visas, each of which must be traditional, pasted into the passport, and not electronic.
All visa-free regimes previously introduced are retained. Mexicans, as before, have the opportunity to enter Belarus without a visa through Minsk Airport — readHere.
The list of documents that a Mexican citizen must have upon entry is quite standard. In addition to the electronic visa (printed or electronic), you will need:
- valid passport
- medical insurance valid on the territory of Belarus, with coverage of at least 10 thousand euros for medical support, hospitalization and repatriation
- proof of financial solvency (usually cash or card statement)
- return ticket or confirmed departure route
- hotel reservation or confirmation of accommodation from a private person, which can be checked for compliance with the travel dates
Border guards carefully check these documents, and if they are missing, they have the opportunity to refuse entry.
The e-visa does not provide work rights and is intended solely for short-term travel. For long-term stays, you will have to apply for other categories of visas through a diplomatic mission.
Practical advice
Pay the visa fee with a card in your name only — The Belarusian system blocks payments if the card is issued to another person. Make sure you have a valid Visa or MasterCard in advance.
Apply at least 10-14 days before your trip rather than at the last minute. Formally, the review period is — up to 7 days, but there are delays.
Use a European number to confirm SMS if the Mexican operator is not supported. The easiest way — temporary SIM card from the EU.
Be sure to print your e-visa, even if you have a copy on your phone. Border guards in Belarus often ask for a paper version.
Buy insurance online from Belarusian or international companies. The main condition — coverage minimum 10,000 euros. At the border, insurance is almost always checked.
Book accommodation for the entire duration of your trip, even if you actually live differently. Often a reservation with a free cancellation option is sufficient.
A return ticket is required. If you are planning to travel to Lithuania, Poland or Latvia by bus or train, save your electronic ticket reservation — you have the right to ask her at the border.
Choose Minsk as your entry point if in doubt. There, border controls are more familiar to foreigners. At highway borders, checks are stricter and more questions are asked.
Do not try to enter Russia on a Belarusian visa — this is impossible. If the purpose of your trip includes Moscow or St. Petersburg, apply for a separate Russian consular visa in advance.
It is useful to have cash in euros or dollars with you: in case of problems with the card, you can prove your financial solvency.
