- citizens of those countries that are «attached» to this consulate,
- citizens of other countries who have a residence permit or work visa in the country where they are applying for a Mexico visa.

- resident status in Russia,
- temporary residence permit (TRP) with registration by the Federal Migration Service at the place of residence,
- long-term Russian visa.
There are exceptions. If the consular department in a certain country is temporarily unavailable, it can be replaced by a consulate in a neighboring country. In particular, citizens of Kyrgyzstan are served only by the Mexican consulate in Tehran. When it did not work due to the coronavirus quarantine, a visa was allowed to be purchased at the Mexican consulate in Istanbul. However, resident status in Turkey was not required. But the embassy in Ankara always requires citizens of other countries to show their resident status in Turkey.
Before submitting documentation to a consulate in another country, email them. Ask if they will accept your visa documents. Even if someone you know was able to apply for a visa to this diplomatic mission, this does not mean that you can. One way or another, pre-registration for an appointment at the consulates is required.
