If you are in Mexico and should be deregistered at your place of residence in Russia, you are required to send a corresponding application in writing to the territorial body of the Ministry of Internal Affairs of the Russian Federation. Since you are unable to personally verify your identity when submitting such an application to the Ministry of Internal Affairs, your signature must be notarized. While in Mexico, there are two ways to verify the signature on the application:

When the application is certified, it should be sent to Russia, by paper mail or courier, to the address of the territorial body of the Ministry of Internal Affairs. Due to the requirements of Western sanctions, mail delivery from Mexico to Russia has become impossible. In this case, a temporary procedure has been developed for sending applications to the territorial bodies of the Ministry of Internal Affairs using the official mail of consular offices. The term of such delivery to Russia — 1-2 months.
So, in order to deregister at your place of residence in Russia, you must personally contact the consular section of the Russian Embassy in Mexico City. You must first make an appointment herelink. Visitors are received from Monday to Friday from 9:30 to 12:30.
You need to fill out an application for deregistration in advance, this is the so-called Form 6. You can download the templatefrom here. In principle, this statement can be in free form. You will have to think about what new registered address to enter. Do not sign; sign in the presence of a consular officer. If you are registering a child, then you must fill out an application for him too, indicating yourself as the legal representative. Please note that you have the right to deregister your child only with you.
When visiting the consulate, you are required to have a passport, domestic or foreign. The children you will be registering must also be present; they will need a foreign passport and an original birth certificate. If the certificate was not issued in Russia, it must be apostilled and translated into Russian.
Next, the application for deregistration at the place of residence, together with the consular certification of the applicant’s signature, is handed over to the consular officer for sending to the Ministry of Internal Affairs by official mail.
You can pay for the certification of your signature on the application and for sending documentation to Russia in cash in pesos directly at the consulate. Certification is approximately 200 MXN, the delivery rate to Russia should be clarified.
Upon receipt of properly executed papers sent by a citizen to the territorial body of the Ministry of Internal Affairs of Russia, deregistration at the place of residence is carried out within three days in an indisputable manner.
