PRODUCTS OF FLOUR AND CEREAL INDUSTRY; MALT; STARCHES; INULIN; WHEAT GLUTEN
Note:
1. This group does not include:
a) roasted malt used as a coffee substitute (heading 09.01 or 21.01);
b) fine and coarse flour, cereals or starches after processing of heading 19.01;
c) corn flakes or other products of heading 19.04;
d) vegetables, cooked or canned, of heading 20.01, 20.04 or 20.05;
e) pharmaceutical products (group 30); or
f) starches having the properties of perfumery, cosmetics or toilet preparations (group 33).
2A. The milling products listed in the table below are included in this chapter if, by weight of dry matter:
a) the starch content (determined by the change in polarization by the Evers method) exceeds that indicated in column 2; And
b) ash content (after adjustment for all added minerals) does not exceed the data specified in column 3.
Otherwise they are covered in heading 23.02. However, the germ of cereal grains, whole, flattened, flaked or ground, is always classified in heading 11.04.
2B. Products included in this group in accordance with the above criteria are covered in heading 11.01 or 11.02 if the yield of the product, when sifted through a metal mesh sieve, the mesh size of which is given in column 4 or 5 of the table, is equal in weight to not less than that provided for the cereal in question.
Otherwise they fall in heading 11.03 or 11.04.

3. In heading 11.03 the terms «cereals» and «whole flour» means grain crushing products:
a) at least 95 wt.% of which is sifted through a metal mesh sieve with 2 mm mesh, subject to corn crushing products;
b) at least 95 wt.% of which is sifted through a metal mesh sieve with 1.25 mm mesh, in the case of crushed products of other cereals.
