In the previous publication, we discussed the topic of obtaining Ukrainian or Russian citizenship for a child born in Mexico, that is, obtaining the citizenship of his parents. It's no secret to get a second citizenship — one of the reasons why young families come to Mexico to give birth. Proper paperwork after childbirth — one of the important elements of completing the task. Then the whole family can return home without having to apply for visas.
Unfortunately, the process of obtaining citizenship of Belarus and Kazakhstan for a Mexican child is not as simple as in other countries. But there is nothing to be missed here either; you just need to act according to a different scheme.
It is possible to obtain citizenship of the Republic of Belarus for a child only in Belarus itself, and when with the citizenship of Kazakhstan it is permissible to try to start the process at the consulate of this state in Mexico City.
First, you should call the diplomatic mission and find out everything yourself. This can be done by calling the numbers listed below. If possible, then you will have to fly to the diplomatic mission, having previously made an appointment.
So, let’s look at the two stages that we have to do:
- apply for citizenship of a child based on the citizenship of the parents,
- get your child a passport from that country.
Birth certificate
In all cases, it is required to collect the child's Mexican birth certificate in advance. It must be certified by an apostille.
When applying for citizenship of Belarus and Kazakhstan, you will need a translation made by a translation agency in one of these countries and then certified by a notary. To obtain a certificate of return to Belarus, you will also need a copy certified by a sworn translator in Mexico.

Citizenship of Belarus
Acquiring Belarusian citizenship by birth does not require procedural registration. If at least one of the parents has citizenship of the Republic of Belarus, the child also becomes a citizen of this state automatically and regardless of the place of birth. If the second parent is not a citizen of Belarus, his consent to the child obtaining Belarusian citizenshipnot required.
Since there is no consular department of Belarus in Mexico, it is possible to obtain Belarusian citizenship for a child in two alternative ways.
Through the consular section in Havana
Minor citizens born outside the Republic of Belarus are issued a temporary certificate to return to Belarus at the country's consular offices abroad. It will replace the child’s passport when the family returns home. And you can get a passport by returning to Belarus, and that’s the only way.
The nearest consulates of Belarus are located in Havana (Cuba) or in the USA. You can fly to Havana in person (the presence of the child is not necessary), or you can send the papers by courier service, having previously discussed the details with the consulate. Citizens of Belarus do not need a visa to Cuba.
To obtain a certificate of return to Belarus for a child born in Mexico, you must provide the following documents to the diplomatic mission:
- Statementfor the issuance of a certificate. It can be filled out at the consulate or online and signed.
- Parent's passport — citizen of Belarus, original and copies of pages:
- with a photo,
- with the surname written in Belarusian and Russian,
- with a place of registration in Belarus.
When sent by courier service, the original passport is not sent. In this case, copies of pages must be notarized.
- Child's birth certificate issued in Mexico (original) and a translated copy as described above.
- Photo of the child in color on a white background, 2 pieces 4x5 cm in one sheet.
Additionally, it is advisable to attach a marriage certificate, original and copy. If the certificate was issued in another country (not in Belarus), it must be apostilled and translated into Belarusian or Russian, and the translation must be certified by a sworn translator of Mexico or a diplomatic mission.
Price: free of charge for children under 14 years old. The cost of courier delivery must be clarified with the courier service.
Officially, the period for acquiring a certificate to return to Belarus is up to 1 month, but if agreed upon, it can be done on the same day. The certificate is one-time and valid for up to 6 months. This period is determined by the consulate based on your plans to return to Belarus.

In Belarus itself
The second option is even simpler; there is no need to contact the consulate. The child enters Belarus as a citizen of Mexico, having a Mexican foreign passport. Entry into Belarus for Mexican citizens is visa-free for 30 days, subject to certain requirements:conditions.

Upon arrival in Belarus, you need to contact the local department for citizenship and migration of the Department of Internal Affairs of the Republic of Belarus. The address of the nearest regional department of internal affairs can be found on thispage. The following documents should be provided to the department:
- Application for determination of citizenship of the Republic of Belarus. Written by one of the parents — citizen of the Republic of Belarus in any form.
- The child's Mexican birth certificate and its translated copy as described above.
Please note: a translation of the birth certificate by a Mexican sworn translator will not be suitable in this situation. You should translate the apostilled certificate to a translation agency in Belarus, and then have the translation certified by a local notary.
- Parent's passport — citizen of Belarus, original and copies of all pages.
- A document from the competent authority of the state of citizenship of the parents (single parent), confirming the fact that the child has not been granted citizenship of that state.
The last requirement applies only to the case when one of the parents — foreigner. However, it is also possible to successfully bypass it.
Citizenship of Kazakhstan
Obtaining Kazakh citizenship for a child born abroad is more difficult and confusing than when obtaining citizenship of Ukraine, Russia and even Belarus. Kazakhstan does not recognize dual citizenship, and in strict form. Although the requirement to renounce another citizenship before accepting Kazakhstan citizenship does not apply to minors, the Procedure for issuing a passport for a citizen of the Republic of Kazakhstan abroad contains a requirement to provide a document confirming the absence of citizenship of the state of residence. In addition, only those who are there for permanent residence, work or study, members of their families, but not guests of the state can obtain a passport abroad.
You need to request from the Kazakh consulate in MexicoKazakh birth certificatebased on a medical extract from the clinic. Then the child is required to enter Kazakhstan using his Mexican passport (visa-free entry for 30 days), where he will need to submit papers for the child to acquire Kazakhstani citizenship.
In order for a child to obtain citizenship of the Republic of Kazakhstan, at least one of his parents must be a citizen of this country. If the second parent is not a citizen of Kazakhstan, his statement follows —written consentfor a child to obtain Kazakh citizenship. It must be notarized and then legalized in Kazakhstan.
When submitting documents at the consulate in Mexico City, the presence of both parents and the child is required. If the child has only one parent, this must be documented by submitting an additional document.
Documentation for a Kazakh birth certificate must be submitted no later than 2 months after birth. Violation of this deadline will complicate the procedure for acquiring a certificate.
Below we provide a list of documentation based on official sources. We suggest that you contact the consular department of Kazakhstan in Mexico City for additional clarification.
To purchase a Kazakh birth certificate for a child born abroad, the following documents are submitted to the diplomatic mission of Kazakhstan:
- Birth certificate from a medical institution (birth extract) on letterhead and stamped, original and apostilled copy, translated into Kazakh or Russian with translation certified by a sworn translator or consulate.
- Statement from one of the parents — citizen of Kazakhstan on state registration of the birth of a child. It can be filled out at the consulate or copied from Appendix 1 from the websiteMinistry of Foreign Affairs of the Republic of Kazakhstan.
- Foreign passports of both parents — citizens of Kazakhstan, originals and copies of pages with personal data.
- If one of the parents is NOT a citizen of the Republic of Kazakhstan:
- document proving the identity and citizenship of the parent — foreign citizen, original and copy.
- Marriage certificate (required), original and copy. If the certificate was issued in another country (not in Kazakhstan), it must be apostilled and translated into Kazakh or Russian, and the translation certified by a sworn translator of Mexico or the consular department. If you are not married, there must be a joint statement about this or a statement from the mother that the whereabouts of the child's father are unknown, except in cases of registration of paternity.
Deadline for issuing a birth certificate — 5-7 working days.Rate: $25.
If the Kazakh consulate in Mexico denied you state registration of the birth of a child and the issuance of a birth certificate, you are left with the following option:
- issue a Mexican passport for your child,
- use it to enter Kazakhstan with your child (visa-free stay is 30 days or upon receipt of a visa at the Kazakh consulate in Mexico 90 days),
- come to the immigration police and register the child for permanent residence at your address on the basis of a Mexican birth certificate.
The immigration police will give you a document on the basis of which the child has the opportunity to permanently reside in the territory of Kazakhstan, but not be its citizen. At the same time, he is also capable of applying for all social benefits. Upon reaching 18 years of age, a child has the opportunity to apply for Kazakh citizenship and acquire a passport on the basis that at the time of his birth one of the parents (or both) was a citizen of Kazakhstan.

Diplomatic mission of Belarus
There is no full-fledged consulate of the Republic of Belarus in Mexico. The Russian consular department does not perform consular functions for Belarus. The nearest embassy and diplomatic mission of Belarus is located in Havana, the ambassador to Cuba also serves as ambassador to Mexico. In addition, Belarus has a diplomatic mission in the United States.
