Mexico City authorities have launched a new program — It is now possible to obtain a permanent (indefinite) driver's license to drive a car. Acceptance of applications began on November 16, 2024 and will last until December 31, 2025.
Only residents of Mexico City and the State of Mexico are eligible to obtain permanent licenses. This means you must have a Llave CDMX account on the Mexico City government portal. We will tell you how to compose it at the end of the publication.
You can submit an application online or in person by visiting the license modules, if that is more convenient. Cost of purchasing a permanent driver's license in Mexico City — 1500 pesos.
If you already have a regular temporary license type «A» issued in Mexico City, you can quickly exchange it for a permanent one. If you have enough digital rights and do not plan to purchase a plastic card, you don’t even have to go anywhere. Here's how it's done.
What you need in advance:
- Smartphone (Android or iPhone)
- Bank card for payment (debit or credit)
- Documentation:
- ID card, passport or resident card
- printout of individual CURP code
- address confirmation — a recent utility receipt in PDF or image format
Download and install the App CDMX application on your phone: forAndroidor foriPhone. Or in the application store, look for the application «App CDMX» — developer of Gobierno de la Ciudad de México.
Register or login:
- Open the application.
- Select «Registrarse» if you do not have an account.
- Enter your CURP, email, phone number.
- Create a password.
If you have already registered before, just click «Iniciar sesión» and enter your details.
Go to the «Documentos Digitales» section:
- From the main menu, select «Cartera digital» or «Documentos Digitales».
- Find the «Licencia de Conducir» section.
The application will show whether it is possible to extend your license or immediately make it permanent.
Apply for an update:
- Click «Actualizar». The app will automatically generate a permanent license application if you meet the requirements.
- Fill out the form.
- Upload your prepared papers (images or PDF).
Pay 1500 pesos by bank card:
- The application will redirect you to the payment page.
- Enter your card details.
- After successful payment you will receive an electronic receipt. Save it — You may need it later if you print the rights.
Wait for confirmation:
- After submitting the application and payment, the system will check your data.
- Confirmation will come within 72 hours, but usually faster.
- When the status changes, a confirmation and your digital permanent rights will appear in the application. Digital licenses can be displayed from a phone upon request from Mexico City traffic police.
If you want to get a plastic permanent license:
- Go to the sitesemovi.
- Choose the procedure «Impresión de Licencia Permanente tipo A».
- Sign up to receive a plastic card at the nearest module.
- Come there with:
- Confirmation from App CDMX (can be shown on screen)
- ID card
If you are getting your license for the first time, you will have to take an exam. You will need the following documentation package:
- Identity card.
- Proof of address in Mexico City.
- Receipt of payment.
- Printed application from the Mexico City government website.
There is no permanent driver's license to drive a motorcycle; you will have to renew your temporary one regularly.

How to create a Llave CDMX account on the Mexico City government portal
This is a single digital account that allows you to access Mexico City government online services, including your driver's license. To submit an online application through the CDMX App or the semovi.cdmx.gob.mx portal, you must log in through your Llave CDMX account.
Go to officialwebsitegovernment of Mexico City.
Click «Registrarse». The registration button is located in the upper right corner of the screen.
Fill out the registration form. You need to enter:
- individual code CURP
- first and last name
- email (confirmation will be sent there)
- phone number
- created password (minimum 8 characters)
In addition, you need to check the box confirming your agreement with the requirements for using the site.
Confirm your email. After submitting the form, you will receive a letter to the e-mail you specified. Open it and click on the confirmation link. If the letter has not arrived — check your spam or wait a couple of minutes.
Ready! You can now log in with your credentials and use government digital services in Mexico City.
