Russian citizens will be allowed to notify of their second citizenship or permanent residence permit in another country through Russian embassies or consulates in the host country. The draft corresponding order of the Russian Ministry of Foreign Affairs was published on the federal portal of draft regulatory legal acts.
«Notification of the acquisition of citizenship (nationality) of a foreign state has the right to be submitted to a diplomatic mission or consular office of the Russian Federation no later than 60 calendar days from the date a citizen of the Russian Federation acquired citizenship (nationality) of a foreign state or issued a residence permit or other document confirming the right to permanent residence of a citizen of the Russian Federation in the territory of a foreign state», - says the draft document. The effective date of the order is October 26, 2023.
As explained by the Russian Ministry of Foreign Affairs, the period of 60 days will continue to be calculated from the moment the citizen crosses the border to enter the Russian Federation. While a citizen is stationed abroad, there is no liability for failure to notify. For those who would like to notify about their second citizenship or residence permit without waiting to enter Russia, a new procedure for notification through consulates has been developed.
“A Russian citizen who has acquired foreign citizenship or has obtained resident status abroad will have the right to submit a notification to a foreign institution within 60 days,” said the consular department of the Russian Foreign Ministry. If a citizen decides not to exercise this right, he will not bear any responsibility.
But if you fail to notify within 60 years after entering Russia, liability arises. It has the right to be both administrative, in particular, for late notification (fine from 500 to 1 thousand rubles), and criminal, if it is proven that the failure to notify was intentional (fine up to 200 thousand rubles or in the amount of wages for a period of up to 1 year or compulsory work for up to 400 hours).
Russians over 18 years of age have the right to submit a corresponding notification to the embassy or consular department in person or through a representative with a notarized power of attorney. For minors, notifications are submitted by their legal representatives. Notices must be given in writing. Copies of the submitted documents are attached to them, the correspondence of which to the originals is checked by an official of the Russian diplomatic mission and which are certified by his signature and seal.
Notification will also need to be submitted when loss of citizenship, residence permit or other document confirming the right to permanent residence in another country.
Citizens of the Russian Federation are required to notify about foreign citizenship or permanent residence permit in another country since 2014. During the current period, they should be sent to you in person, through State Services or by mail to the Ministry of Internal Affairs only on the territory of Russia, within 60 days after obtaining second citizenship or within 30 days after the first entry into the Russian Federation.
