One of the three grounds for granting permanent resident status in Mexico is refugee status (the other two grounds are being a wealthy retiree or having a child in Mexico). You must come to Mexico, apply for asylum with refugee status, and if approved, you will be issued a Mexican permanent resident (permanent residence) card. After 5 years, you will be eligible to apply for citizenship.
