One of the three grounds for granting permanent resident status in Mexico is refugee status (the other two grounds are being a wealthy retiree or having a child in Mexico). You must come to Mexico, apply for asylum with refugee status, and if approved, you will be issued a Mexican permanent resident (permanent residence) card. After 5 years, you will be eligible to apply for citizenship.
Usually filing an application for refugee status — the process is quite troublesome and often unsuccessful, given the long lines at the offices of the Mexican Commission for Refugee Assistance (COMAR) and the number of refusals. In general, the wait for the Commission’s decision lasts for six months or more, during which time you cannot leave the state, much less Mexico, and you must go and check in.
