When a program for resolving the migration situation for acquiring a residence permit was working in Mexico, some states issued resident cards for a shorter period than 4 years. Sometimes applicants themselves requested resident cards for a shorter period in order to save on state fees. But temporary resident cards issued for a period of less than 4 years must be renewed.
The settlement program has ended. And now in some offices of the migration service, when renewing a resident card received under the settlement program, they ask you to confirm your financial solvency. The Migration Service wants to be sure that the resident has the means to live in Mexico. For example, this practice exists in Mexico City and Playa del Carmen.
To confirm means to provide a bank statement with the movement of funds or a certificate of the availability of funds in the account. The bank can be any, foreign or Mexican. An extract is required for the last few months (3 months is enough), in English or Spanish, without certification. You should not convert amounts from foreign currencies into pesos. We are not aware of any cases where migration service personnel themselves converted currencies into pesos or even estimated the size of the account balance. In addition, they are not interested in the sources of your income. They are more interested in you spending money in Mexico, so they — not always — They can check on the statement that such expenses were incurred.
This is not the same test of economic viability that is applied by consulates when obtaining a resident visa for a residence permit, or by the migration service when changing the status of a visitor to temporary resident status. The latter, by the way, doesn't work.
The procedure for checking the solvency when renewing a resident card is not described anywhere in the migration legislation. Similar checks — private initiative of a specific migration service office. The bureaucracy just needs another piece of paper. There are no clear criteria for such an assessment of viability. Most often, the migration service will accept any statement that shows the movement of funds. For this reason, there is no need to worry about checking your solvency when renewing your resident card.
In addition, we would like to remind you that when renewing a resident card obtained based on economic solvency (through a visa at the consulate), you do not need to re-confirm your solvency.
