There is no need to go anywhere. The card will be brought home or delivered by courier to any country. This is just the cherished dream of many immigrants — set up a residence in another country without leaving your couch!
We have written, we are writing and we will continue to write: a Mexican resident card is not allowed to be prepared outside of Mexico! It is impossible to obtain it without submitting fingerprints and without undergoing digital photography at the Mexican Migration Service!
After the start of the war in Ukraine, social networks and Telegram channels began to actively offer refugee status in Mexico and permanent residence on this basis. And again we want to repeat: today not a single citizen of Russia or Belarus has received a permanent resident card as a refugee in connection with the war in Ukraine. All messages that someone was given refugee status — fake We asked you to send us a photo of the permanent resident card received under refugee status. And they sent us photos of as many as three such cards.
One of these photos — below. It clearly shows that the card was received quite recently and was received by a Russian citizen. The photo shows all the attributes inherent in a real resident card.
Oh no! A simple check of the NUE number on the card (a unique number for a foreigner) showed that such a card was not registered in the Mexican migration service database. In other words, the card is fake. And it looks like the real thing.

The CURP number (a unique number for a resident of Mexico) is poorly visible in this photo due to the glare of the hologram. Search for a person using CURP — another simple chance to verify that such a non-resident is actually registered in the Mexican population registry. CURP can be generated independently, but cannot be entered into the state population register. If the CURP is real, its confirmation sheet must contain the appropriate inscription CURP certificada — we wrote about thisHere. The inscription means that all primary documentation on the basis of which the residence permit and CURP were obtained are in the database of the government agency.
Thank you for showing CURP on this card — Previously, they sent us photos of cards that did not have such a number at all, although since 2019, resident and temporary visitor cards without CURP are not issued.
And recently we heard a story from a famous Mexican lawyer. Counterfeit resident cards, temporary and permanent, have begun to appear throughout Mexico. More than 120 of them have already been identified. Outwardly, you can’t tell them apart from the real ones. But these cards and their owners are not listed in the migration service database. To make such a card and use the same plastic, the same printer and the same protective film with a hologram, you need to be a very high-ranking official somewhere in Mexico City (although all known fakes were not issued in Mexico City or Cancun - the state is indicated on the back of the card). But apparently, these officials are not so omnipotent if they were unable to enter the card data into the migration database.
The same stories — in groups of Cuban and Colombian expats. Only there they offer other reasons for issuing a card, and the cards indicate their nationality, not Russian. However, for some reason, it is Russians (and also Uzbeks, Tajiks, etc.) who are considered the most susceptible to counterfeits, which is why the price for them is twice as high as for Cubans.
Bottom line: you have a beautiful Mexican resident card that is nothing more than a piece of plastic. You just don’t know about it because you don’t know how to verify its authenticity. You are not able to use this card to enter Mexico. At the first immigration check you will be detained. The first time you contact the migration service office, you will be detained (although the migration service does not have the right to detain illegal immigrants in its offices, you are not an illegal immigrant). If you are detained, you face deportation or even prison. If you come from Mexico to the United States, and then the United States deports you, they will deport you to the country of your citizenship, and not to Mexico, where you do not actually have a residence.
Regarding permanent resident cards obtained under refugee status. This status is provided by COMAR, and not by the migration service that issues the cards. No matter how beautiful your Humanitarian Permanent Resident Card is, it is nothing without a COMAR decision.
Beware of offers to obtain a resident card that do not require your personal presence when applying for a card at the migration service on Mexican territory!
