Confirmation of Mexican citizenship by naturalization is considered to be the so-called letter of naturalization (Carta de naturalización). It is issued in a single copy. But when carrying out a number of government procedures, it will be necessary (or it makes sense) to give a certified copy of this letter, which has the force of the original and which is usually taken away.
Most often, a certified copy of the naturalization letter may be needed in the following cases:
- upon receipt of official papers — passports and INE voting cards,
- to confirm Mexican citizenship with those authorities that require a Mexican birth certificate or a letter of naturalization for this purpose,
- to confirm that you are before and after naturalization — the same person. For example, real estate in Mexico was registered on the passport of your first citizenship,
- to notify the bank and other government agencies (IMSS) about the change or acquisition of Mexican citizenship,
- at the request of foreign authorities to confirm Mexican citizenship,
- so as not to carry the original letter of naturalization everywhere,
- if you have lost the original naturalization letter.
You can make a certified copy by personally contacting the passport offices of the Mexican Ministry of Foreign Affairs (SRE) in 4 cities in Mexico:
- Mexico City: Oficialía de partes de la Dirección General de Asuntos Jurídicos, Av. Independencia 82, Colonia Centro, Centro, Cuauhtémoc, 06000, CDMX,
- Merida: Centro Comercial «The Harbor Mérida», Calle 60 Av. Prol. Paseo Montejo, interior 1X3 Lote VM02, Colonia Via Montejo, 97204, Mérida, Yucatán,
- Monterrey: Fe, 66477, Municipio San Nicolás De Los Garza, Nuevo León,
- Tijuana: Planta Baja del Estacionamiento del Aeropuerto Internacional de Tijuana ubicado en Carretera Aeropuerto s/n, Colonia Nueva Tijuana, 22435, Tijuana, Baja California.
If you do not live in these cities (a different registration address is indicated on your INE card), you have the right to request a certified copy remotely by sending an email to and attaching the necessary documents. At the same email address, it is possible to pre-register for personal submission of documentation.
You also have the right to send your application and papers to SRE by courier (DHL), but only to the passport office in Mexico City.
In the last two cases, you need to consider how you will pick up the finished copy, because the SRE does not ship it.
In addition to you, the following may apply and receive a certified copy:
- a close relative, with proof of relationship accompanied by a birth or marriage certificate,
- anyone for whom you issue a simple power of attorney (carta poder),
- DHL representative.
Let's say you can ask DHL to pick up your copy at SRE (Dirección General de Asuntos Jurídicos, Plaza Juárez 20 Col. Centro, C.P. 06010, CDMX) and send it to you. Then you must provide DHL with confirmation, which SRE will send to you when it is ready to issue a certified copy.
The package of documents for obtaining a certified copy of the letter of naturalization must include:
1. Application — DNN 4 form, which can be downloaded from thislink. The form must be filled out, signed and scanned. If you apply in person to the passport offices in the 4 cities above, the form can be filled out on the spot.
2. A simple copy of the original naturalization letter (if available).
3. ID: INE voting card, passport or professional license. SRE does not list other papers as accepted identification. When submitting in person, you also need 2 simple copies.

According to the regulations, the deadline for preparing a certified copy of the letter of naturalization — 20 working days. In fact, this period can be either shorter or longer.
When the certified copy is ready, SRE will send you another email letting you know when the copy will be available for pickup.
If you are abroad, you can purchase a certified copy of your naturalization letter through the Mexican consulate in your country of residence. The list of required documents is the same. The completed copy will be sent to the consular department, where you can obtain it.
