INAD stamp in passport after being denied entry to Mexico - Migration Rules

If you flew to Mexico on Turkish Airlines and Mexico refused entry to you, when you return to Istanbul you will find a stamp in your passport with the label INAD. You will think that the label was given to you in Mexico, and it means a ban on entry into the country. But no, the flag was placed by the airline itself, and not by the Mexico immigration service, and it does not mean a ban on entry to Mexico.

INAD (Inadmissible Passenger) — An "inadmissible passenger" is a person who was refused entry into a country by border authorities when he arrived with the intention of entering. According to international rules, but above all Turkish law, «inadmissible» A passenger is considered to be one who:

  • Arrives into the country but is denied entry by border authorities, or
  • Does not meet entry requirements established by local immigration laws, such as:
    • invalid or counterfeit travel papers,
    • from lack of a valid visa (if required),
    • included in the list of persons from whom entry is prohibited,
    • failure to justify the purpose of the visit,
    • poses a threat to public order, health or safety.

As is known, after being denied entry to Mexico, responsibility for the passenger falls entirely on the airline, and it must return him at its own expense to where he brought him, in other words, either to Istanbul, or to the country of citizenship.

For the passenger, the INAD stamp means the following:

The exit stamp from Turkey is canceled and the passenger is considered to have not left Turkey. This is important for cases where the passenger had a single-entry visa to Turkey (for certain nationalities), and he canceled it upon first entry.

Since the maximum permitted period of stay in Turkey after a single entry is 60 days, but not more than 90 days in total for every 180 days, the passenger risks exceeding these periods and getting a fine.

If a passenger was transiting through Turkey, he is prohibited from leaving the transit area of ​​Istanbul Airport. The airline is obliged to return him to his country of citizenship or where he arrived from. At the same time, the organization of temporary accommodation and meals during the waiting period is the responsibility of the airline.

And finally, declaring the passenger «undesirable» (INAD) acts as an administrative action. It does not mean a ban on subsequent entries into Turkey, but only confirms the fact of what has already happened. But such a Turkish Airlines passenger will be checked ten times before being allowed on board, especially on a flight to Mexico.

For Mexico, the INAD mark on the passport has no meaning and does not in itself affect the prospects for future entries. They won't pay attention to her at all. But it should be understood that if for some reason a passenger has already received a refusal at the entry to Mexico, there is a possibility that he will receive the same refusal at the next entry if he does not correct the error. If the failure at the entrance looked uninformed (because the Mexican border guard “decided so”), then most likely the second entry will be successful. In general, you should consider each new entry to Mexico as an entry for the first time.
